Make brass with slightly thinner neck walls and 0.357" bullets will chamber fine. Have the bullet shape drop to 0.356" diameter at say 0.020" in front of the case. Tune the ammo to stay in spec for pressure when fired in a 0.355" gun. Ship specially marked boxes of ammo "certified to use 0.357" bullets"..
